The Bulgarian Ministry of Justice has selected DocuWare for installation at about 150 locations with 600 concurrent licenses. Everyone working for the Ministry and the courts will easily organise paper and digital data through one central document pool.
The decision to use a document management system was made as part of an international project set forth by the European Union, the Phare Programme. The goal of this project is to automate the organization and procedures of all structures of the Ministry of Justice in Bulgaria. All integrated locations should work with the same standards and on the same level. The Bulgarian Ministry of Justice opted for integrated document and workflow management from the German specialist DocuWare due to the easy usability and administration of their system. Another critical aspect in their decision are the ability to handle documents of any format, whether paper or digital, and from any source and to store them together electronically. DocuWare also met their criteria for workflow functionality and quick access to one central document pool. The entire DocuWare installation will include about 150 locations with 600 concurrent licences.
The Ministry of Justice began its search with a set of clearly defined requirements. After the contracts were signed, Nemetschek OOD, a DocuWare Authorized Partner based in Sofia, was charged with the tasks of analysing the previous document workflow processes. They also had to define the file cabinet structure, to implement the system and to train the administrators and system users. The goal is to integrate the Ministry of Justice and the courts, so that all locations will access one central document pool. Their existing Oracle database can also directly feed into DocuWare 5.
As a first step, existing documents will be progressively scanned with internal resources and integrated in the new electronic file cabinet. Dimitar Tzvetanov, the executive director of the Registry Agency, Ministry of Justice, Bulgaria, comments on the new software solution: "By storing all of our documents and providing access to this central document pool from all of our locations, we are hoping to greatly simplify our work processes. Our goal is to provide better service while still saving in time and warehousing space."
